Both my chloe and sigret have pretty much same gear (sigret is a bit better), and still, at least in auto, chloe deals more damage, still sigret does as much damage as my luluca (who is at 160k cp, like 30 more than sigret and chloe). But that might be because i always kill the wyvern before sigret gets her chance to use that s3 with a lot of debuffs. And yeah, Sigret s3 scales with those debuffs, but in auto that doesn't mean much to me i guess, since her s3 always goes before her s2.
